This report summarises the Slovak financial and policy framework, and explores the main barriers and technological options to decarbonise the hard-to-abate industries. It analyses the margins of companies in recent years as well as the potential for mobilising capital from both public and private sources. Decarbonisation of these sectors is going to require major scale-up in some ground-breaking technologies, such as hydrogen production and carbon capture, use and storage. The report assesses if the current policy framework supports the development of innovation and development of new technologies.

What's So Hard About Emission Abatement? It's the Incentives
Heavy industries’ emissions are deemed hard to abate. Not only are they energy intensive but steel, cement and chemical production also bring hefty carbon emissions from the processes used. The broad consensus related to the hard-to-abate sectors is that their decarbonization requires both demand and supply forces. We need significant demand reductions as well as material efficiency, recycling efforts and deployment of new technologies at the supply side.
